Well, it's his stagecraft that makes it. When you're lipsynching to a wordless vocal, following the Pixies' example (in one video, various members opened their mouths and left them open while their vocals played out) might help.
I'll suggest that this is at least comparable, albeit I still suspect that everyone But Welk knew what was going on here:
